Global Training Program (GDH-GTP)

Training & Teaching 'All the Rights for All'

To close the information gaps and to meet needs and priorities of its partners, GHR Global Training Department elaborated over the years three Programmes: on the HR-Council (PRE), on Implementation in the Countries (INP) and for Specific Stakeholders (TSS):

Title of the Training Programme on the HR-Council is: Participation of the Regions in the Human Rights Council’ (PRE) - a training program for an effective participation of defenders from the regions in the work of the Human Rights Council‘. It is our main Programme. It contains a variety of Courses and Seminars in Geneva and in the regions. Aim is full access and participation of defenders from the regions in the HR-Council, and the effective use of human rights Special procedures and treaty bodies. With limited funding, GHR realized entirely its Action Plan 2011.

Four donors contributed to the Geneva Courses and Seminars in 2011: the Government of Liechtenstein, the Loterie Romande (Geneva), the Directorate of International Law of the Federal Department of Foreign Affairs (DIL-FDFA, Seminar GSS-9) and the Canton of Geneva (travels and accommodation expenses of trainees for the Course GSC-25 and the Seminar GSS-10). Two other donors supported In-Country Courses: the Political Division IV of the FDFA (Courses in the Russian Federation and Nepal), and Cordaid (Courses in India).

Our second Program is entitled: Implementation Now, strengthening national empowerment to facilitate the implementation of human rights at national level’ (INP). Aim is to contribute to the implementation processes in particular countries through training, mediation, advisory services and teaching strategies.

The Programme finds its origins in Mexico. At the request of the Mexican Ministry of Interior (‘SEGOB’) and with the support of the FDFA, GHR contributed to the elaboration of Mexico’s national Programme for human rights in a cooperation process between the Government and the civil society (2004-2008). GHR also facilitated the first stages of the implementation of the national Programme until the beginning of the mandate of President Calderon.

Learning from the Mexican experiences with an external evaluator, GHR made feasibility studies and started similar initiatives for Colombia, Burundi, Sri Lanka, Nepal and Timor Leste. In 2011, GHR made an orientation visit in Tunisia.

The third programme is the Training of Specific Stakeholders (TSS). It concerns on-demand Courses, briefings and lectures conducted for our main partners.
